If I upgrade one of my armor pieces to something like Asuran, can I recustomize my Asuran armor however I want to in the future, and always have it available in the PvP items tab?

Upgrading with RPs is functionally like buying a new piece of armor in PvE. You'll be able to redye/change runes/insignia on it, but it will only be available on the item creation menu when you have it equipped.

I see. Is it possible to accidentally delete an upgraded armor piece with the item creation tab? Say, I use it to create a different chestpiece while I still have my Asuran chestpiece equipped. Does that mean it's gone forever?

If you have a custom dye, there's no way to change runes or insignias with the item tab that won't lose the dye.

armor thats bought from trader wont be equipped right away. It will go into ur inventory. So you dont have to worry about the armor getting deleted while wearing asuran armorr.

One more question. Can I change say, an upgraded blood scepter into an upgraded death magic scepter of the same model? Can I change an upgraded tactics shield into an upgraded command shield? A curses blindfold into a soul reaping blindfold?
