You can max out Fellowship without spending anything if you take the time. That leaves you with 2 more points needed. The quickest would to be getting to the 3rd zrank. If you have no points in it it will cost about 1100k.

Buy elite kurz/lux armor (either, without headpiece)

Getting both Resilience points will give you a free 3rd one. Adding 2 other elite sets without corresponding statues (refer to the Resilience article since some sets get the same statue) gets you 2 more points. Depending on how you go about getting your points, you may want to skip the Vabbian set.

Using ZKeys to get to rank 3 when starting from scratch is highly inefficient.

It all depends on what HoM you want. a 30/50 can be easily achieved for you by

-capping a black widow spider (15k if you don't do it free by yourself)
-buying a green and gold mini (approximately 60-70k per mini)
-finishing savior of the luxons, you only need r4
-finishing one other title or beating sorrows furnace or UW (UW run is about 15e)
-Get Elite Luxon armor for a spellcaster profession (you dont need to pay for headpiece) (60k + materials)
- one other cheap armor, again for spellcaster (60k and materials)

If you want to go for 40/50, do all those and...
-farm hero armor stuff or buy them for all heroes (7kish per hero if bought)
-cap the black moa and imperial pheonix (free)
-buy 3 more common miniatures (30k for all 3)
-do the zaishen rank (1100k)
-get vabbian armor (25k, approx 28e, and other mats)
-get another cheap armor (60k and mats)

Just a quick note...to be displayed in your HoM, none of the armors for *any* profession require purchase of the headpiece (not just caster professions). Unless you are planning on showing the helmet/hood/etc. for the melee professions all the time and find yourself bothered by a non-matching headpiece, a cheap 1k max headpiece works just fine. The wiki has pictures of all armors to give you an idea of what can be mixed-and-matched with the elite armors if you wish.

You seem to be actually looking in the business of maxing your HoM.

I'll see if I can't help you in terms of pricing, and not effort (since above posts mentioned that already):

Maxing Devotion:
-35 miniatures, including at least 1 unique and 1 rare miniature.
~500-600k depending on how well you play the market/lucky/aggressive you are.

Maxing Fellowship:
-Black Widow Service: 10-25k (There's not much of a market for this, DIY)
-Imperial Phoenix: DIY, you've already beaten Factions, it'll be there free of charge.
-Black Moa Service, 0-10k, DIY not a market for this.
-2 EotN Heroes- 7-10k each.
-10 NF Heroes- ~80k total.
-MOX is free and Animal Companion with any pet.
TOTAL: ~150k worst scenario

Maxing Honor:
-I'm not 100% sure of prices on services.

And find the cheapest prices/best service possible for what you desire.
-For a PvP title, the general rule of thumb is 2ectos:3zkeys, you could get 200Zkeys (Zaishen Title) for ~125 ectos. Possibly 1:2 if you're really lucky.
Total: 1000k+

Maxing Resilience:
-Vabbian Armor: ~400k (Prices of Rubies/Sapphires fluctuates... a lot. With GW2 near, the fluctuation is probably in it's peak.)
-Kurzick/Luxon Armor: ~100k
-In terms of pricing, it's far more effective to buy:
3 EotN Armor Sets (Norn, Asura, Monument, respectively) ~40-60k
and Ancient (60k)
Total: ~600k

Maxing Valor:
-9 Destroyer Weapons
~50-75k in materials/purchasing
If you find it hard to find the materials for the crafting of this item, it is also far easier to get an Oppressor's Weapon:
~75-85k (only 1 material is required for the purchase of this weapon)
Total: ~700k

TL;DR
SUBTOTAL: ~2000k WITHOUT Honor HoM
Total after Honor: 3000k+

Assuming 1 ecto = 8k,
SUBTOTAL: 250 ecto WITHOUT Honor HoM

Leaving you with your other full stack of ecto to purchase services for your Honor HoM.

Remember that you are free to cut corners/lowball offers when possible.

I would also remind you that you can make a mini moa chick yourself---most of the items are easy to get and doing sorrows furnace will net you another title to boot (or you can team up with someone who has the last part).=a little effort, not much cost involved (a lot less than buying a green mini)

plus you can make it on every char so if you need money make several.keep one for yourself and sell the rest

Doesn't have to be a spellcaster. All professions do not require a headpiece to be displayed in HoM.

With a decent amount of cash you should be able to buy most of the things you need. Most of HoM is just buying things so you will probably spend a lot of time in trade towns like Kamadan or Eye of the North.
In my opinion you have all the most annoying titles done (except for those eotn rep titles) so you really don't have a whole lot of work left to do besides buying all the other monuments.
