If a foe is knocked down while activating a skill, is that skill interrupted? or is the activation time merely delayed until they stand up? Thanks.

Activation of the skill is terminated. So yes, they will stop using the skill (and it will still cost them the energy/adrenaline and cause the skill to recharge), but in game terms isn't technically an 'interrupt'.
