Will Victory is Mine! allow a warrior to have more than 20 energy (not counting items), if there are enough foes suffering conditions around to generate the energy?

"Victory Is Mine!" (availability) (elite) (Shout)
You gain 10 health and 5 energy for each condition suffered by adjacent foes. This is an elite skill.
Casting cost: 5 energy
Casting time: 0 sec
Recharge time: 15 sec
Relevant attribute: Tactics

No you still max out at 20 energy. This also applies for those skills that give you +Health. The only way to really increase your Energy is items or allocating energy with your skill points. (still a good thing to use if your low on energy)

Wel then, would a +energy per hit weapon allow a warrior to gain more than their cap of 20?

The only way to get above the Warrior's 20 Energy cap is to equip and item that adds to your max energy.

No a cap is a cap, it will never get higher than maximum. If you have a gallon container you can only fit a gollon of stuff in it

Would healing you at full HP rise your max HP? No. Same thing with energy.

This also applies for those skills that give you +Health. The only way to really increase your Energy is items or allocating energy with your skill points. (still a good thing to use if your low on energy)
