There seems to be alot of discussion about capturing skills, I'm sure I missed some options (too many threads) post here if you want me to add another option and I'll see if that is possible.

I would add that the "No change" option is actually artificially low since it wouldn't be combined with any of the other options. Right now 13 out of 30 picked it, so that number should really be 43%.

I'd go for the mission side of things. It's kind of like that now, when you hunt the web for clues as to what boss you need to find and where to find him, then you go capture the skill.
Why not just make all that in game and have some seriously hard mission to go and get your skill. Maybe make them solo missions so you don't have to nag everyone else to come with you just for your elite skills.
Just make them hard. That way when you see someone with an elite skill you know they had to solo through a real tactical nightmare in order to get their skill!
