Doubt there is a set place for cystalline drops, and besides if there was you think anyone would tell :P

I did, however hear that a crystalline dropped for someone from a hydra, likely just luck though

Pre-Searing, definitly. The damage sucks though..

I got MAX damage crystalline from that lvl 30 bone dragon.

They have a translucent graphic, and anything out of the "ordinary" such as that is usually highly sought after in these sort of games. Whether its more because the player him/herself likes the translucent or seems to think people will ooh and aah and that's so cool over it is open to debate. oO

Personally I don't see the appeal in a weapon the majority seem to want to have their paws on but... hey. If looking like most everyone else is your thing...
