That's targeting. When someone in your team holds down Control and double-clicks or presses spacebar on a target, it calls it out in Team Chat, and if it's an enemy it'll show crosshairs. If someone else has targeted something, you can press T to automatically select that target. Pressing T again will cycle through different targets.

You can also mouse-click on the crosshairs to select the called target

Since the field can get so crazy with tons of enemies and party members and conjured minions (oh, my!), I tend to hit "C" to target the closest threat and then hit "Tab" to cycle through to my intended target. If I want to call that out to the rest of the party, then I hit CTRL-Spacebar. Sometimes, that can be so much easier than trying to CTRL-click on that one Priest of Sorrows in the middle of dozens of baddies and friendlies.

Once you hear the PING from the called target, you can either (1) hit "T" to also target that person's called baddie or (2) click on the little Crosshairs next to their name. The only time I find myself clicking on the crosshairs is if more than one person has called out a target (you'll then see separate crosshairs, one for each person who called) and my intention is to target this person's called target and not that person's.

Did that even make sense? Hope so....

Using "T" is much more useful, as in both PvP and PvE, attacking the same target (focus fire) is usually very important. This is something most don't learn until they get more experience with the game, but rest assured, if someone calls a target, they want you to hit that target as well, so use "T".
