Easiest? pre-searing... best for your guild *shrug* but:

I'd personally recommend you target one at a time, players that you have played with and worked well together and can share your goals for the guild. Spam recruiting may get you a bunch of anonymous names on your list, but IMO thats not what anyone wants in a guild (you or the new members). post recruitment notices (where they wont get you into trouble) and read the looking for guild forums. Be honest with yourself and your recruits, you can lose good people you otherwise wouldve kept by stretching it too much.

Best way? By playing with the people and getting to know them before recruiting them. And be very, very careful about promoting people to officer status - they may try hi-jacking or destroying your guild.

Set your guild goals now, so you have something to aim for. If you want to GvG & PvP, that's where you should focus your efforts, in team & random arenas.

Just be patient, I've heard too many horror stories from people who weren't.

Yes thats a Silly thing i time to time do some recruiting and hear storys of people that made a Guild and then promote members to Officers only to find out the next day that this guy kicked everyone out. they should have more options for the Leader like in Forums etc... like u may Post (recruite) but u cant Delete (kick) until the Admin (leader) gives you that option, But Anet or should i say Gaile keeps Saying why you u want that? you all should play along and the likes like you dont need a bigger Ignore list. etc...

Here is a good link about Recruitment.

Make a long friends list, and see who's mostly online. Talk with them, and see if they are intrerested.
Don't invite a lvl 1, in post sear. Set goals, unless you only care about the size of your guild. I personally only invite lvl20s. That way there is a bigger chance that they are active.
Also don't invite members with indecent names, or who run around in pre-sear armour doing missions in Kryta.

Definately be selective. I'd rather have 8 people that I know can work together and who are competent and friendly and able to get along than 100 members that I just pulled in from a recruiting drive.
