Are the skills you start with completely random? I made a new elementalist and noticed that I had incendiary bonds in my skills somewhere between pre-seer or quickly after post seer. I was reading that you can't get this skill until way later on in the game. I don't even have a signet of capture yet because I haven't even made it as far as Lion's Arch, so I know I didn't get it that way.

According to guildwarswiki, these are the only ways to get it:

Has something changed in the game? I just made this character about 3 days ago. My husband has two elementalists and he can't seem to get that skill yet.

In a recent update, skill trainers where changed to offer there standard skills ... plus any skills you've previously unlocked.

You must have previously unlocked the bonds .. therefore any skill trainer will offer any of your ele characters the bonds.

You mean like doing PvP and get the points, then go to the priest of balthazar and unlocking a skill there?

not really,
i mean, that at some point *ever* .. be it through pvp play or pve (doesn't matter which), he has unlocked bonds.
As a result of the update, any skill trainer in pve will let him buy bonds, where previously as he mentioned ... bonds was not available till very late (of course assuming a elementalist character).

Worth noting that this does not apply to elites. Those still need to be capped.

Yeah, this was in PVE not PVP. I wonder what quest unlocked it is my big question.

There was already quoted in the thread how it gets unlocked in PvE, so now all you need wonder is when you previously had an ele primary or secondary do that quest.
