It is more like 240/400. When a target suffers a deep wound, they lose life equal to 20% of their maximum, which doesn't return until the deep wound is removed. Healing directed at the victim is reduced by a similar amount. The victim regains all health lost to a deep wound once it expires, so finishing them off before that happens should be a high priority. As such, deep wounds are maximized in focus fire situations and act as distractions otherwise.

There's an interesting and very informative article on this by Warskull here:

Deep wound, reduces the targets hp by a total of 20% of the maximum, upto a maximum of 100hp. This amount is deducted both from the total available and the total remaining as if they never had them, except that it cannot directly kill your target, ie Warrior with a maximum of 500 hp, but only 100 left will have his maximum drop to 400, and his available drop to 0, however this drop will not occur until he/she is hit with another attack. This is why the twisting fangs dual attack from an assassin is such a nice attack, the first hit or the second (should the first miss for some reason) inflicts both conditions. If they are inflicted by the first hit, the second hit does it's usual damage and the hp suddenly drop off, otherwise the second hit applies the conditions and a followup attack removes them.
