Don't forget those two great Mesmer skills. With R/Me you can get a huge armor vs. cold.

If your talking straight armor then its the Ranger hands down.

However many classes can raise there armor lvl with skills, the most notable being the elementalist.

Note: that while you can raise your armor lvl using a skill most can not be maintained indefinately and will cost you energy + stand a risk of being interupted or removed.

Also unless your using the Grater Conflagration+Winter combo the damage you sustain in any map will vary greatly.

R/Me: frostbound armor and mantra of frost.
E/Me: Stone striker, geomancer's armor, mantra of earth. This works for pretty much all physical and elemental damage, just not against shadow, smiting, or lifesteal.

The mantras reduce damage, and give energy BACK while you're under fire. Always a useful thing. Ellies can, since they're using earth for stone striker, further increase armor with Armor of Earth, ward against elements, and kinetic armor, or guard against attacks with ward against melee and magnetic aura.

Warriors can wear Sentinel armor, and a shield, although Sentinel isn't very useful apart from farming.

80+20(req. 13 Strength)+16=116

You could add a +5 Al for a weapon on that MisterB, though I don't think anyone would use it...
