I wouldn't consider the arena's in PvE PvP. I think it's just for training and trying out new skills.

Exactly, besides, most of the people there got ran to the max armor anyway

I saw this lvl 4 warrior in the Shing Jea Arena with max armor tanking against our full group of lvl 9s and 10s. He actually did a halfway decent job... then he was the last one standing...
