Default Is this bannable?

Well, I was playing today, and I had just zoned into Lion's Arch. Some guy pm's me to comment on my title (R5 koabd) asking what did I have towards it and so on. Then he starts trying to convince me to trade his 4 accounts with over 6m platinum on them for my account, because he wants to concentrate on one account and have a good head start towards maxed titles. I tell him I don't cheat, don't support cheating etc. He keeps pm'ing me, insisting its not cheating, stop making a fuss about it and just do it. Needless to say, he earned a spot on my ignore list.

Then the asshat logs in to another one of his accounts and starts pm'ing me, adding another account (for a total of 5) that has over 10 MILLION platinum all accounts with 4 lvl 20 chars with r2 koabd on them. Thus he takes up another space on my ignore list.

My question is, the guy in this instance didn't get to DO anything illegal, but it apparently quite familiar with it and seems to think this is no big deal. I have screenies of everything except the last comment where he added the account to his offer (I was in ra and couldn't take it) I mean, is it worth it to report him? Nothing illegal happened here, but could they look at his accounts maybe check them for illegal activity? What the heck does he need that many accounts for anyway if not botting or whatever. Or should I just keep ignoring all his accounts pm'ing me?

Even offering to trade accounts is bannable.

Try to report him, this kind of stuff seems like bannable offense... Anyway, trying to make account trades is illegal I think, so he should be banned if he ever gets reported.

Yes it is against the rules to share or trade accounts. I do hope you took screenshots for proof to report him.

Check out this link.

See Section 6, (d) (ix), refers to stalking/harassing another player.

I'd consider that player's action(s) to fall into the above...

There is also the more than likely chance you would have been ripped off. Many people "selling" accounts actually are able to retrieve those accounts by sending Anet an email stating the account was stolen.

Never purchase or trade for someones account.

My take on issues like this:

If you have to ask, it probably is.

Very probably a scam, guaranteed bannable.

People selling access keys are banned mostly because even if you were going to buy one (which is illegal in itself), you have no guarantee on what the key actually does. Most likely it's one of those trial keys that lets you play for 10 hours/14 days whichever occurs first. Or, it could just be made up or used.
