If i have an req divine favor staff with inscription slot, is it possible to modify it (with upgrade or inscription) to "Halves casting time of Healing Prayers spells (Chance: 20%)"?
Green staff (like Scar eater have that mod) and some staffs without inscription slot seems to have it..

you need an adept staff head I believe

Not possible. The inscriptions and adept staff heads need to be applied to a Healing Prayer-req staff to cause HCT of Healing Prayers, on a Divine req staff they cause HCT of Divine spells.
