I am lvl 20, and i only have Factions which i brought from game, i am a PvE server, are there any heroes i can get, and where?

P.s also if i get eye of the north, can i use my Factions lvl 20 on it?

Heroes are only in Nightfall and Eye of the North. If you add EotN to your account, then your level 10+ characters can also go to EotN

and yes your factions level 20 can go to eotn. eotn is the only true "expansion" while the 3 games can stand alone. eotn adds on to all games and has several heroes you can get some as soon as you start eotn with the character. g/l have fun.

Also if you get the heroes from eye of the north they will be level 20 straight away as far as i know (they were when I got there) and the ones in nightfall might not be

most of the heros in NF doesnt start at lvl 20, but those of EotN are because EotN was supposed to be high end PvE, which they later changed to allow lvl 10s to go with buff that makes them 20 like.
