How exactly does Staff Damage work?
I noticed all weapons but staves increase in damage as you increase the attribute. But I don't know if it works for staff.

If I were to increase divine favor on a divine favor staff, would it raise the staff damage?

Swordsmanship and its friends state themselves that they give a bonus to damage with associated weapons. This has nothing to do with the weapon itself.
The weapon provides an additional bonus if its requirements are met.
So unless your divine favor attribute says that it increases the damage done with divine favor staffs/staves, it won't change the damage until you hit the requirement.

I've read that martial weapon damage increases with higher points in the weapon's mastery attribute, too.

I don't know about staves. When you say all other weapons besides staves do increase damage, does that include wands? I would guess if you can see wand damage increase with attribute rank, then staves would work the same way.

Staff Damage depends on your own character level (target level does not matter). A simple yet 100% accurate mnemonic is:
For every level below level 20 your staff deals damage as if your target has 3 additional armor, for every level above 20 your staff deals damage as if your target has 3 armor less.

Sidenote: Skill damage follows the same rule.

Except for the fact that it's the attribute level and not your character level that changes it, and that you can't get your character to over level 20.

Not sure why it matters much, as you shouldn't be using a staff for damage anyway.

You shouldn't be using a staff primarily to do damage, but there is no harm in doing damage. There is no need to avoid doing damage - often times, when targeting a foe, and in between spells, your character can/will attack with the staff.

Attribute level is only relevant for the requirement, if you hit the requirement your attribute level has no relevance for staff damage anymore (it's still relevant for damage of martial weapon).

So say for some stupid reason I have a candy staff on a war.
It wouldn't raise raise in damage aside from level, so it is the same as a water ele?

Staff/Wand damage:

Damage = random(weapon_min, weapon_max) * (1+ customize_bonus) * (1 + inscription_bonus) * 2^((attacker_baseline - defender_armor)/40),
where attacker_baseline = attacker_level * 3.

Net effect is like Desert Rose said, each level offsets 3 armor from your foe. At level 20 you will do exactly 11-22 against a 60AL target.
