No. Your statement would be true if caster professions used player armor levels (for PvE) or if armor stacking wasn't a popular/common tactic (for PvP). It's possible to be fighting 100AL monks in various forms of PvP.

No. You have to account for shields, defensive weapon modifiers, skills, and insignia's. Monks can have a ton of armor under the right conditions and with the right setup.

Lets put it this way. If you are a caster with no + armor runes/weapons, then yes, having this condition on you does nothing (cept for fueling skills that need conditions)

For enemies though, In PvE, I believe monsters with levels over 20 with have higher armor along with health, so even ele/monk monsters in PvE are affeted. In PvP, many monks use shields or other methods of increasing armor to decrease damage, so it will affect them also.

It just means that cracked armor may not reduce a target's armor below 60.

Take a probably general monk in most forms of pvp today:

Disciples Insignia, R7/8 15 AL (16 if they can afford and find) shield, +10armor vs Air inscript (or watever is most suitable).

They have 100 armor against your attacks if they have any condition on them. Cracked armor would reduce this to 80, an approximate 25% increase on damage they take from you.

In pve, HM everything has ridonculous armor, and in NM most armor is higher due to the game setup, as well as some have a natural +armor versus certain forms of damage.

In otherwords, along with deepwound probably the most important condition in terms of a spike.

Just a question about this...

R7/8 high AL shield means monks can easily get the full shield benefit without putting *that* many points into some other attribute.

However how does a pvp player who never plays pve get access to things like this?

You can't create them with the PvP menu. If it's possible for PvP chars to access storage that's a solution.

Buy them. The income stream from zquests is more than enough to procure several of them.
