Heroes will never use this skill on martial professions -- unless they are wielding a bundle, wand or staff -- and will reserve the use of this skill until a martial ally drops to less than half of their maximum energy.

Does that mean my Dagger Ranger won't be able to get enchanted with BiP even until I get less than half of my max energy or I will never get enchanted with BiP ever?

If that ever was true, I don't think it is anymore. They seem to bip just about anyone holding anything.

if you need energy during battle, takes 5 steps back and change weap to a staff or grab an item spell. It works, tried and tested ....

Translation - if target appears to be a caster ( wand/staff ) or has a bundle ( eg rit skills or an object ) hero will regard that person as a caster and priority , a sin who holds a dagger will only get bip when hes at 50% energy - say he has 35 energy then when he hits 17 energy the hero will probably bip them ( probably being key word with anets ai lol ).
Times it is better micro`d as ive seen mine several times just go bip mad on my teams monk every time they used 2 heal skills and the necro almost ran out of energy and hp - got really daft.
Lithril - that would be too easy for anet but actually its a sound idea especially when a person like me often has major probs with dunkoro hero and his ability to be a monk and damn heal ppl who are dying ( me lol ) - some guildies actually witnessed dunkoro ignoring me and he even let me die when rest of team backed off so it was just me and him to see if he was healing - nope i was dead 10 secs later lol.
Hence unless a mission states i need him ( and if i do he aint as healer ) i refuse to use him or have him in the team .

That ugly, ugly sentence appears to mean:

"Heroes never cast BIP on physicals, except they will use it on a physical who is (1) using a wand or staff or carry a bundle, and (2) is under 50% energy."

I have no idea whether it's true or not.
