This is not entirely true. There are skills that are based upon your Sunspear and Lightbringer ranks. For example:

Generally speaking, these skills are very effective at normal 'ranks' - the SS and LB ranks you get just from playing normally - but you can 'grind' out the max rank if you want the title.

They do, in a way. Every scout has a quest marker over his head until you speak to one, at which point he tells you that there are scouts at every shrine who offer bounties. This marker is present for both native and foreign characters. Granted, they could be more informative, pointing out that the bounties offer rank points and are a good way to advance.

The Sunspear Rank Officer in the Sunspear Great Hall offers more extensive information, if a player shows enough initiative and normal curiousity to speak to him. The information is available even if we aren't led by the hand to it. Every character, native or foreign, gets to the SS Hall very soon after getting to Kamadan.
