The notes say "1 energy regeneration for 3 seconds essentially gives each affected ally 1 energy." But a few in the discussion page say 8 energy total in 3 seconds.

I don't know which is accurate but shouldn't the skill give more energy overall, taking into account that heroes already have 2-4 pips of energy regen?

8 energy total comes from affecting your entire party (within earshot), one for each member. You wouldn't take into account base energy regeneration on each character because that's energy they would have regained even without TPIY. Attributing it to TPIY or any other energy management skill would be misleading.
