Yup it is.
You have to get every skill for every profession on one character then it will be available to you once you enter Marhan's Grotto.
Its not really a skill actually, its more of an emote, but it takes up a skill slot.
Its the only skill you can use in towns.

Okay.... now I'm trying to figure out if this is sarcasm or fact, and the grotto reference is making me think...

In either case, I have no idea what that thing is about.
