well, i checked....
i have not finished accention missions with this char, nor have i reached this light ember camp place...

all the skills that are usually available to me, were still available....
no new skills, however the list was *slightly* longer that it used to be at each skill trainer...
so i am taking it to mean that only those who have accended are able to gain access to *all* skills, and that the longer list is because i could see all the skills i already have at each skill trainer...

(so you dont have to wory about noobs getting high end skills, which i think was a worry to some, right?)

No, read the game updates here: http://www.guildwars.com/aboutgw/gameupdates/
This is an intentional feature.

It won't make that much of a difference. Coming out of pre-searing, you're usually around lvl 3-10. Thats only 3-10 skills you can buy. The early parts of the game are rediculously easy as it is, so it's not giving anyone a needed helping hand.

You can buy these so long as you have them unlocked for PvP? Or if you previously got them on another character? I don't understand lol.

I think they've further continued their ethos-thing of 'skill, not time spent'.
