I asked my friend if it was the one outside Nolani Academy, and he said no. And i am 100% sure that he isnt lying.
Where do i get it then?

Probly a quest reward around the fort ranik area, or the fort ranik collector...

Its just outside Nolani academy, requires 3 charr carving if i'm correct.

it keeps changing everytime you re-enter the zone

try to get the one without the 'miss chance 10%' or something

there are 3 different versions of it, changes every few times you zone.
