In barrage build:
Vamp > Sundering

In one on one build:
Sundering > Vamp

In theory Vamp is always better damage wise, but in practice, sundering has it's advantages in certain situations. Besides, I already have a perfect vamp storm bow and have been needing a good sundering longbow for my collection. ^_^
