yeah, actually they did.
there was a bug on some weapons where if they dropped with a vampiric or zealous mod it would override the -1 energy regen or -1 hp regen of the dmg always weapon; the difference between these and true no conditions, is if you removed the vampiric or zealous mod, often the -1 energy or -1 hp would remain there, and take effect, permennantly.
if anyone with a zealous or vampiric mod could have made their own no conditional weapon, there would be a lot more of them floating around.
also, anet has a history of deleting bugged weapons, but leaving ones that just no longer drop.

I just hope they dont decide to delete or remove the unconiditional weapons as they are one of the few "godly" weapons left.

The Horn Bow is, by far, my favourite. The twin dragon skin is more appealing that the Mursaat-style horn bows.
