You have essentially found what people are calling "the grind".
Once you have gotten you level 20 and ascention and switched class, you must purchase all your skills.
All skills are available, you just have to track down the Skill merchants. The skills you mentioned above can be found in ascalon.
Because you need skill points to get these new skills unlocked, you must level up your character many times. After 20 you are rewarded 1 skill point upon level up. So to unlock your next class completely, be prepared to level up your character another 25 times or so per class.
The other part is that everytime you purchase a skill. the price of your next skill goes up. Be prepared to see skills costing upwards of 1 plat each in the near future.
This is why many people find it more cost effective to simply unlock other classes with a brand new character.
I however disliked several missions so much i refused to repeat them and chose to do the grind.
This is what your xp will look like upon grinding through about 5 classes.

well, this is off the top of my head, but i think grendich courthouse, icetooth cave, quarrel falls, port siege, camp rankor, copperhammer minds, draknor, seeker's passage, maguuma stade, beetletun, fisherman's haven are some of the places you can buy skills. pretty sure i missed some, but i hope this is of some help.

Almost every town that shows up as a silver circle with the gold outline has a skills guy (well, every town from Lion's Arch on out). Places like Ice Tooth Cave, Beetletun, Druid's Overlook, Henge of Denavi, etc, etc, out to the 3 desert towns and on to Droknar's Forge, and the 4 or 5 ice towns (Marhan's Grotto, Camp Rankor, etc). You just need to visit all of em to find the skills you want. There's plenty of resources on the web showing what skills can be purchased where, I suggest you look around here or other Guild Wars sites.

I was able to find some quests for secondary skills... such as in Piken Square for Ranger, talking to Ivor Trueshot. But they're not as plentiful as the first time through.

you did the quests to unlock the skills for your primary and first secondary. you can't do the quests again for each secondary.

25? Umm, you shouldn't need more than a few per secondary class. Certainly no more than eight, the most you could possibly use. Unless you're just trying to unlock skills for your PvP instachars rather than acquire skills for use by that particular character, in which case, your best bet is to make a new RP char and spend the four hours or so it takes to unlock the first twenty or so skills you can get by doing easy quests in Ascalon (pre and post), then you just need to purchase a small handful with your level 20 char.

There's only 5 per class. 3 around Old Ascalon, 1 either in Piken or Serenity Temple, and the last one in Yak's Bend.

There's at least one more in Beacon's Perch, and maybe another one or two in Kryta (My memory is hazy there). I know I unlocked Gale via a quest post the Frost Gate, and, that was my secondary profession.

Of course, it's also possible, that you missed that one the first time through
