The monuments you refer to are Reaper Monuments in the Underworld. Once you get there, and complete the first available Quest, "Clearing the Chamber", the Reaper of the Labyrinth offers you the quest to restore the Monuments of Grenth.
If I recall, there are 6 (8?) monuments scattered throughout various areas in the UW. Once you have accepted this quest, each monument will be guarded by terrorwebs as well as the monsters and enemies that are in each area to start with. Clearing the immediate area around the monument, and killing the terrorwebs, will free each reaper in turn.
Additional quests become available from each freed reaper.
The Ice King Quest is offered by the Reaper of the Ice Wastes, who is found in the smites/coldfire area.

Hope this helps.

er..

to get to the Underworld, if that's what you mean, go to Temple of Ages when your region has favour, make sure you have the appropriate party, kneel before the Statue of Grenth, and pay him 1000 gold to be teleported there.

to actually get to the reaper monuments, I can't really describe the route, since they are scattered throughout. The first one, Reaper of the Labyrinth, is...up the stairs and down the hall.....from the teleportation dais. The Ice Wastes are.....further down the "hall", make a sharp left, and keep an eye out for a doorway with crystals surrounding it.

the others are a bit more laborious to give directions to...
