No they have the same base damage... so if the requirement is met for both weapons then both will do 15-22 damage. The biggest difference will be the skills... obviously Final Thrust with 13 attrib points will do much more damage than Final Thrust with 8 in Swordsmanship

selling items based on req is a retarded way to get more gold out of idiots that don't know better

Req is only considered on weapons, and if you're going to use the weapon, you are going to invest heavily in it to get the most damage out of it and the most damage out of the skills involved.
Example: req 9 gold chaos axe of godliness vs. req 13 chaos axe of godliness.
If you're going to use the axe, you want maximum damage, so you put in as MANY points as you can into axe mastery. That's why you bought the axe with max damage instead of a 5-24 axe with similar haft and hilt.
The only time this might matter is if you have req 12 vs req 13 and you want a ranger to wield an axe. Then again, i would still prefer a solid flatbow over an axe any day when using a ranger.

The only time req really matters is when you have a shield or offhands. THat's it.

Then there are people like me who like to put points in a bunch of different areas.. then a low req is a must. When farming for Ettins and Griffons I like to use SoJ, so I max out smiting (works well when farming things that will blind you).
With the typical W/Mo farming build you need 8 in healing and 11-12 in smiting.. then whatever your shield req's.. the rest to Sword/Axe and strength.
Basically it all depends on what you are wanting to do with the weapon. If you just need to be a pure damage dealer, I agree with ak347. If you want to spread your points then a lower req is better for that.

Req is a huge thing in selling a item and for build making... Low req is good for when your at a low level or making a build with differnt AP points like a Fellblade max req 13 15^50 i can only sell that for around 20k but with a req 8-9 its a lot differnt

That's a silly thing to say. For stance tanking, for example, you're not out to deal the most damage so in this case you could have a req 11 or 12 shield, but need a req 8 or 9 weapon.
