Exclamation Throne of Secrets 50% uncomplete?

If you look at this:


The area on the entire south half has nothing. Plus there were path blocking npcs on both sides where I placed the yellow x's. However I was able to get by them. So this area could be for...? A future pet....? More Heroes...?

You can see similar anomolies in all the towns in the realm of torment. All of the towns use the same map, but for each town you zone in in a different spot. The districts aren't mixed, however, as there is a new instance of the complete map for each town (meaning each town uses only a small portion of the complete map).
