Yes, you can get to it.

Go out of Kamadan to Churrir Fields (the training ground). Go right out to where you do hero training (command training) exercise. Go right to the back past "area two". At a set of closed gates you will see Historian Lohar (not sure of his name). Speak to the historian and he will ask if you want to know what it was like in the beginning - aaccept ("yes, we are ready") and he will send you to Chabek Villiage.
