Default Galstaff....an empty collector

I was messing around while running to Sanctum Cay and came across Galstaff, the Light, who is a reference to a famous Dead Alewives skit. I was surprised, however, to find that he had no items to trade for and said:
"Hello, I've been collecting Mergoyle skulls, but I have nothing left to trade for them. Why don't you sell them to an outfitter instead?"


I know he wasn't like this before, and thought this was odd.

Actually, a number of collectors have similar statements...and no items to trade, including Delves in Fisherman's Haven.

Any thoughts?

He is an armor collector, what profession were you playing when he said this?

If you were on a non=core character, he cant make armor for you and this nothing would appear.
