I believe he's unlocked upon completion of the Grand Court of Sebelkeh mission.

You get General Morgahn on a primary quest after the Grand Court of Sebelkeh.

Yes, in the cinmeatic after the Grand Court mission he asks to join your party. He can be used as a hero from then on and is required for the Ruins of Morah mission.
