Question Is GW:EN for lower ranked characters, too?

As in the title.

Will lower level characters be able to play successfully, at least in the earlier game?

GW:EN content is intended for characters who are already through at least 1 of the campaigns, so they expect you're already level 20.

Even on the official GW page, has "No time for new recruit!" on it. So get lv up to max, get some max weapons and armor, runes and skills.

Anet has stated that it it will be posible to access GW:EN content with a non-lvl 20 char, but the content is designed for fully developed characters (that means level 20 and the extra skill points).

It would be like getting to the Canthan Mainland at level 14 and being thrust straight into Raisu Palace mission... It doesn't take long to get to level 20. If you have Factions just spend an hour or so completing the lovely 3000XP quests all around Kaineng Centre...you'll soon be level 20.

How low are we talking about?

And how good are you?

If it's like other Guild Wars campaigns, it will be possible to enter at a lower level, but something not suggested.

I suspect if you are at least over level 15, you'll be able to "succeed" in GWEN, just at an increased difficulty. (of course, if the Heros are all level 20, as I suspect they will be, that will make it much easier).

Correct. It is purely for Level 20 players, there is NO lower level content in GW:EN!

I believe this is in my Guide, please read before posting .
