That might be it. Is there any level requirements on this?

EDIT: Is it a quest that i have to start? Or is it just to do what that wiki page says?

I'm level 11 btw.

That should be it. I don't recall any other requirements than those listed.

I'm pretty sure you're just a new player who has just reached Piken. There is no quest that you have to do there, just some random optional stuff. The above posters thought you were talking about something else.
