Shards of Orr HM
Argh!
I am a Paragon primary, and this dungeon is proving to be complete nonsense.
With mobs containing up to 5 skeleton wizards spamming Eruption and B-Surge, it's impossible to get SY! off, even with -90% blind duration (rune, shield and Recovery).
I've tried a gimmicky build with 6 monks using SoJ to spike the undead mobs, but it utterly failed past the second level.
I've also tried Discordway, but without SY! to make the fleshy necromancers un-fleshy, the mobs kill us before we can kill them. The lack of corpses doesn't help wither.
Is there any way to complete this dungeon using a balanced group?

I H/Hed this dungeon with an ER Prot hero with 0 points in Prot (accidentally) and Mhenlo. I made it through just fine.
The key is basic Tanking and Aggro techniques. If you want to bother with SoJ or similar skills, abuse the corners and make sure you have your prots up. Your biggest problem enemies (Wizards and Melee) are ridiculously easy to bunch up, and as long as they're focusing on you, your backline shouldn't have an problems.

This dungeon isn't hard at all if you think about how to counter those wizards... Mesmer! Psychic instability mezzy is amazing since they tend to group together. You can have the whole group knokced down for 4 second with 12 fast casting....

Ward of stability and ward against elements helped me get through it as well. It prevent the wizard KD combo and reduced the spike damage.

Dude, people say it like its that easy. I was just doing this dungeon earlier, had only one wipe before the third level(damn poison gas) and then ran into a brick wall with the first group in the square chamber. This while having a Panic mes, two custom Psychic Instability mesmers, and a Rt/N Soul Twisting support. Too much effort esp considering the potential length of time Fendi will take to beat.

6 Roj's are bad.
at most take 2
other than that, use SoS, communing rit (all spirits), N/Rt healer, and mm
this should work.

Have the melee characters go /rt for sight beyond sight. That way you will be able to hit at least half the time. Also make sure your heroes are flagged far apart if doing H/H. (If doing it with human casters, encourage them to bring I Am Unstoppable! for knockdown prevention, which causes shock to fail and also removes the bite from the wizards' aftershock.) Team-wide or massive condition removal like extinguish, cautery signet, martyr, foul feast, draw conditions, etc. are pretty helpful too. (Extinguish works very nicely on an ER ele bar.)
For Fendi, keep in mind that his ritualist buddies will spawn in the same location as his ranger buddies. So, if you pull Fendi towards the fire traps for example, while the rangers stay behind, the ritualists will spawn far behind the soul of Fendi and you will be able to damage it without having to deal with them.
I've H/H'd this dungeon with my warrior main in HM, and it's definitely doable. Rragar's menagerie is way more of an issue

Our guild uses a balanced team to do SoO pretty regularly, so it's definately not impossible or even that hard. PnH, UA, SoS, BiP, RoJx2, Holy Derv with sight beyond sight x2.
With H/H there are some good suggestions above. Ward of stability, bsurge, smite condition, aegis, scourge healing are all great skills to take. And there are a lot of places where you can wall/corner block mobs. Your paragon (esp. with a well timed prot spirit) should be a decent tank even while blind.
