Can't find WoC HM quest
I completed WoC NM and now I'm going through it again in HM. I just completed Morostav Trail. The next quest should be Intercepting the Am Fah from Xan Hei in Skyway correct? Only he is not there. I speak with the Imperial Guide and she just says "These are eventful times in Cantha. I don't know if I should be excited or concerned..."
I've checked guild wiki and it just says speak to Xan Hei in Skyway. It says he goes away after A Chance Encounter (which I did in nm). What am I doing wrong? |

Are you entering Skyway in HM? That's the only thing I can think of.
