Try find a spell which has got big recharge time but needs low mana .

Would oak shot really recharge signet of wearriness ? Would work great I think .

There are better ways to recharge signets (keystone sig, mantra of inscriptions, mantra of signets). Might want to check out the signet madness build discussion on this site.

Sure. Why not? Use Arcane Mimicry and copy another ranger's Oath Shot or a mesmer's Echo.

Hmmm, isn't there a mesmer skill which lets you copy the elite of an ally? Irrelevant to this particular discussion, I know, but still!

That's exactly what doesn't work. An echo'ed or an arcane mimicry'd oath shot will not recharge another copy of oath shot. Try it out yourself.
