Martyr/draw condition will only move the condition to the monk, so if the monk is targetted , it'll be harder for him to remove all the conditions he put on himself. Restore conditions and purge signet will always be pretty annoying though.
Restore condition ftw! More seriously, mend ailment can take care of it too, even if you stack another condition over it, it wont be long b4 its removed. Its not really as reliable as hexs can be and its way harder to pull off also.

If you use aply poison, keep shooting the necro, use concussion shot when he uses a spell, and keep shooting him, he'll be unable to cast corpse targetting spells for at least a good 10 seconds. A sword warrior with skullcrack can use it and spam bleeding causing skills afterwards, its pretty much the same.
We aren't discussing the complete effectiveness of shutting down a spellcaster, for that, combining certain hexes are indeed more powerfull, but about making it hard for a necro to use corpse targeting spells. The reaction time needed for a monk to react to use a single condition removal skill twice, will be enough for your necro to use the corpse for your own team.
