Your psuedo logic was good, until you forgot that the CC Bow has no Req. Req 0. IE your example doesn't apply.
Did you not pay any attention at all to what I said? SKILL is requisite for doing damage; the 0 requirement of the candycane bow does not matter in the slightest. You can get the full listed damage on a weapon if and only if you have 12 skill. If you have less than 12 skill, you will do less than the listed damage even if you meet the requirements for the weapon. At 0 marksmanship, the candycane bow does 35.6% of the listed 15-15 damage--5.3-5.3 damage. Read the second example that I posted above again. This isn't pseudo logic, this is based on the algorithms under which the game functions. If you still don't understand, you can get the full lovely mathematical details HERE.

So, the candycane bow, will do with a skill of 0, 5.3-5.3 damage. This is probably better than any other bow being fired at a marksmanship of 0, but it still pretty pitiful.

I wish they'd sticky this... it'd be nice if it was common knowledge before the game was a year old. I had a friend of mine wince at the sight of my max damage 15%<50 long sword because of the 11 req... didn't seem to grasp the fact that it didn't matter when my W/N had over 12 in sword.

Candy Cane Bow is good , but its really a waste of money if you buy the cany canes(and/or) the shards

CC Bows are ok. If your really worried about trying to pull a creature just bring some random longbow w/ some mods. CC Bows arent going to do that much damage, and if your a warroir you shouldnt have long range weapons out too long. Its fun to go into the forge PvP area with candy equipment, then everyone yells at you for using bad stuff. But my real beef is with the gingerbread things (+5 energy). Im pretty sure that you can some kind of off hand with +5 energy w/ other mods, in PRESEARING!!!!!!! also, if they took the time to have 2 different shields they should have at least changed the color of the gingerbread men, maybee make a snowflake would have been cool

Ensign's point had nothing to do with requirments. For conventional melee weapons and bows, the amount of damage you do is based on your level in that attribute. The more points in that attribute, the more damage you will do. Wands and staffs however, do damage based upon your characters level, not any attribute.

I pulled it out at TA on my N/E when 2 people on me team dropped before we even started.

I almost beat that mesmer to death with it to. Oh and my teammate was there, casting stuff on that mesmer...put I'm sure I did all the beating.
