Who was talking about swapping to -1 regen items? That's not focus swapping, or not the good kind of swapping we're talking about. 15/-1 sets are for emergency casting, not for general swappage. Read this article again.

I can think of one use for an insight head. If you have a build that through its energy management technique has large bursts of energy hit it it may capture a decent amount of extra energy. Therefore, a Necro with high soul reaping (9 or 10 is high enough to have this happen) will keep hitting its cap and the five extra energy will turn into a large amount over time. However, this maybe more important to PvE where large number of enemy deaths will occur around the same time (though for PvE you can wait for regen anyway). A mantra of recall monk might also enjoy this option as one of their side weapons to try and capture a little bit of extra energy when mantra ends. However, with only 4 weapon sets there are better things that would compete for those spots (in a similar example a icon/wand set that adds 17 energy under a condition).
