If you aren't facing a hex build, there's no point in even casting Hex Breaker. If you are facing a hex build, it will most likely be removed before the 15 seconds are up. Yes putting your last attribute points into Dom is obvious, but the damage caused by hex breaker is negligible. Personally, I don't even run Hex Breaker when I play B-Light. Although it is great at preventing Shame/Diversion spikes and the like, there are better skills to replace it with.

There's a lot of hexes that get run even outside of 'hex builds.' Diversion and Deep Freeze are the most common, and it's very nice to avoid both as a monk.
