First off, your rangers will get raaaaped with frenzy. I <3 frenzying rangers (on the other team). Bonds aren't a valid reason, because enchant drains are pretty common now, and life bond only applies to attacks, not spells. Second, your apply ranger has no reason to need increased attack speed (spamming conditions or the extra 10 damage from winnowing/fw isn't a good reason). Putting whirling in place of frenzy would be a good choice, especially for alter maps where the seeking rangers are typically under a lot of pressure. About the cg ranger...in my opinion cg rangers are dead from the expertise nerf. Frenzy is too much a liability, but anything else is just too expensive to run at 5 energy a pop. If I were running that ranger I'd roll with concussion shot, the other 2 interrupts, and no cg. That's just my opinion however. Your heal monk should drop at least 1 of the heal others, if not both. Healing seed is a must have, infuse is priceless if you have someone that can use it well. Put "To the Limit!" on your warrior in place of healing signet, and go 8 tac/11 str (8 tac is the cutoff for 4 adren from ttl). You'll find on a hammer warrior the extra adrenaline is priceless, and healing signet isn't that useful in HA (different story for gvg). There's lots more you could do to it, but that right there is the obvious stuff.

It's a good start, just needs some work (and skilled players to run it of course).

^^Soul Barbs??? Icy Veins??? are you sure you've got the right build?
Why 13-10-9 on your monks when you can have 14-10-9 with only minors? IMO +1 healing prayers>>10HP
and put flurry on your rangers:P

Your Healing Monk has only 1 self-heal (Signet of Devotion is 2 secs).

Cant load up the build for some reason. Anyway, seeing soul barbs and icy veins and XoO tag reminded me of something. The icy veins + soul barbs spike XoO tried on my guild but completley failed cuz i was divert hexes. Just gives me that warm and fuzzy feeling inside when u beat XoO.
