Erm no, bad idea.

most French do not learn english in school
most Germans do not learn english in school

Just creates too much noise in districts if you put all the langueges together.

Furthermore, high ranked groups do form in German/English districts, I usually notice a rank 10-11+ pug forming.

I dont see what your meaning here. People make parties in International districts all the time and the many of them win the hall and the favour system still works.

I've been to france, they can speak English (I don't really care where they've learnt it, they do speak it). I've played with tonnes of german gamers. They speak English.

Generally high rank pugs do not form in English district. I've waited around. Regardless, your post has no meaning because for the majority it's false.

Wrong. You can't be telling me only the people in the English or American districts are those that are winning and getting us favour.

Also I've played in groups that do not speak enough English to debate, but they speak enough to give a skillbar. This was enough to get us quite a bit of fame.

That argument is over, get over it... Excluding Chinese, English is the most common language, and most countries speak enough of it to be able to copy out a skillbar.
