Why wouldn't you use a 40/40 set for casting? What other set is there to boost spells (other then a +20% enchant staff with 40/20)? A 40/40 set gives you a chance of significant benefit and there is no downside to weapon swapping, so why not use it?

No it isn't. A 40/40 set will give 36% chance of half skill recharge, 32% of half skill cast time, and 4% of 1/4th skill cast time (this is because skill recharge is capped at half, so if both 20% mods kick in you stay at half skill recharge).

Yes they are.

You could make the argument that it could potentially allow a bad player who doesn't weapon switch to just sit in a 40/40 set and reap all the benefits ez mode. This would be true in the sense that you would be able to evade a large proportion of enemy interupts. However, you would be taking more phyisical damage from warriors etc. if you don't switch to shield set. So basically, it balances out.

40/40 sets make you get guardians off when lucky, but also makes you get less pressured (when monking) or spam more damage (ele), or just be faster (casting conjure on 20/20+20%) etc.
You can indeed you be blocked 10 times from a single guardian and run out of adrealin, it sucks, yes. But it is balanced.

The weapon swapping is a skillful element.

The getting the fast cast or recharge is entirely luck.

It is the luck component that people don't really like as no matter your skill with weapon swapping at an individual cast level it can come down to do I get the fast cast, or do I get Pblocked? This can easily be the turning point of a match. Personally I'd like to see if the weapon sets gave a base reduction to cast time and recharge, rather than a % to get a big reduction.

2x20/20 isnt on 1 on 5
its 2*0.2=0.4 and theres a 0.2*0.2=0.1 chance on getting both

Its about a 36% chance of getting a fast cast, and 4% of getting both.

Your math is wrong. .2 x .2 = .04

These sets and how you look at them are personal prefferences. If you take a look at just 1 situation, 1 single game then certainly the unbalance shows. It's like a dice, a single roll can give any number. If you throw it a 1000 times you get an average of around 3.5.

There are many games out there that rely on luck, just take 2 examples which are way more populair for esports.
fps (first hit goes to the head or 3 hits later, due to the randomness)
every cardgame (including all famous games like poker, luck can give you an edge in an important hand)
Yet nobody cares about them, part of the game.

The only games not based on luck are most strat games.

So if they should be removed yes or no is personal, I for one dislike them (a reason for this as well is that ladder means nothing). I have no problems swapping weps and partly because of that don't see much skill involved in pressing an extra (near automatic reaction) to press an extra button. If you want to have wep sets, take an example of the enchant set which always effects every cast in the exact same way. Something like that could be done to 40/40 sets. For example: 40/40 now reduces every spell cast by 0.1/0.1* speed. 1 sec cast becomes 0.8 and 2 becomes 1.6.

*numbers can be tweaked.
