That is not a bug or a glitch. It's a flaw in the game's design.
Team composition has nothing to do with it. It's luck. You can't do anything about it. Your example is an extreme case were it would be impossible to get the turtle moving but that hardly ever happens. More often than not, the W/R successfully stalls the turtle because no one bothers to kill him.

Anyway, let's get back to the topic at hand.

Learn how to beat turtle tanks as lux then. If you lose to them then its not a flaw in the game/map. The problem is that you are too stubborn to bring skills that can wipe them out or if anything ignore them and rush the base. Even the most unskilled mesmer can shut down monks with the correct skills.
