What I like to use:
Cry of Frustration
Ether Feast
Power Spike
Leech Signet
Signet of Distraction
Mantra of Inscriptions
Keystone Signet
Signet of Disruption
Gwen does great things with this build.

[skill]Power Block[/skill][skill]Power Spike[/skill][skill]Arcane Conundrum[/skill][skill]Signet of Disruption[/skill][skill]Diversion[/skill][skill]Power Drain[/skill][skill]Glyph of Lesser Energy[/skill][skill]Shatter Enchantment[/skill]
I ran in this for Vanquishing parts of Asuran territory because a lot of monsters there (as in most of PvE) were very vulnerable to Power Block. You have to keep Diversion disabled and micro it yourself. Otherwise you can replace it with [skill]Cry of Frustration[/skill] or something that exploits the stupidity of the AI. If leave the hero to his own devices with Diversion he'll cast it on something then continuously interrupt it until Diversion expires. >_>

Powerblock is a pretty bad elite in pve, I'd reccomend another one unless you really can't think of something better.

^Yes, Elementalist heroes with PD can be pretty sick in PvE. Also, I can't tell if masamune is mocking me or serious >______>.

Power Block with the AI reaction time=so much better use than a human mesmer. Your ping will never match them.
DRGN's build is similar to what I run on Gwen, and she gets more curses from enemies than sailors on liberty.
