Broadhepidemic is alright, but nothing the write home about.

If you really, really want to spread daze around, a M/E "Mangrador-in-a-Can" using extend conditions can cover an entire mob with blind, cripple, and daze with 100% uptime (with decent norn and asura ranks).

If you want to spread daze using a ranger, go ahead and use a broadhead/volley/splinter build and just bring an extend conditions mesmer hero to spread the dazed for you.
