Is it possible at all to tame a lion or wolf pet as a early on ranger? (Level 9) I'm currently trying to find a pet that isn't a bird at the moment, but so far everything is leading me to being stuck with one.

Any way around this?

You can't get stuck with pets. If you want to get rid of your pet you can talk to a pet tamer and he will take care of it. You are then free to charm any animal you like, just as you could at the beginning of the game.

Regarding the first part of the question, it's hard to answer without knowing where you are and what campaign you're in. In Prophecies I think you can charm wolves in pre-searing. In factions there are tigers (sort of the same), and in Nightfall you'll have to wait until Kourna to get a lion.

For level 9-15 you have a croc somewhere in the swamps to charm.

I know this is a late post, but, with the new Menagerie access ($9.99) from the NCSoft store, as long as you go there with a pet, you can have access to ALL levels of that pet and all aspects. Like Hearty, aggressive etc. Also when you go there, you can charm any pet you want. You just have to talk to an NPC to find where they're at. I turned in my hearty lvl 20 wolf, and tamed lvl 20 dire wolf (black). At the moment, I'm raising a white wolf I got from there, and once you reach lvl 12, you can go in and ask for a specific animal (if it's been opened) and charm the version of that pet. I think it's worth the money. I've already opened alot of pets, and they start at lvl 5 in there to charm them.
