(I'm actually curious about this.)
I think Moloch meant more the physical damage hits - physical damage from a spear will activate Mark of Pain and Barbs, going above and beyond what a staff could hope to do.

Get some sleep, Storm.

Wanding things is useless in PvE. It can actually be somewhat useful when done by several casters in PvP. I often switch to a spear to trigger MoP.

I haven't use a dark/cold damage attack in so long, I have forgotten how the animation looks. But i myself wouldn't bother using anything other than my staff (maybe wand/focus set). When so many yellows are flying around on my screen, I really don't think a few more will matter that much from me throwing less than base numbers at the already dead or dying group.

In that case: Yeah, it's alright, but the 20% enchants is still bad as long as you can weaponswitch back to your defensive set for more MoP + Barbs.

The reason for choosing a spear and focus over a staff for enchanting mods is a higher unconditional energy if needed
As for this: It's a measly 7 energy.

Basically you always need 3 sets:
1. Staff w. 20% enchant, & +5 en (Only needed if you run an Awaken the Blood / Arcane Echo build)
2. Staff similar to Modti's w. some HP on it
3. Wand w. 20 HSR +5 en and an offhand +1/20, HCT (spec. similar to Villnars Glove)

The first is for casting AWB & AE;
The second for fast casting of SS / Insidious Parasite, whatever. This is also very useful if you need to Kite cos of the 30HP;
The third is for a bit more energy and a further boost in Curses

These days I always take Hexer's Vigor too, to take some pressure off the Monks and this is also an enchantment, so all those who think that a 20% enchant mod is no good, think again !!!

Wand and focus should be 40/40 set. Nothing is comparable in strength to a caster apart from a staff on builds that have enchantments and multispec.

And staves should always be Adept X Staff of Enchanting with a "Aptitude not Attitude" inscription - hence why 40/40 sets work best for casting with no enchantments. If you need more health buy a defensive set.

Read the maths a bit higher up re: 40/40. In PvE this isn't doing a lot for you, in PvP it's useful.
BTW You should be gaining energy almost all the time in PvE, provided you set Soul Reaping right, especially if you have an MM with you.
Martial Weapons are also great if you run MoP and Barbs, cos this is the only other way to add an unconditional +5 en, apart from and Insightful staff head.
