The build is a pure Mesmer(No secondary required) build that I've been running in Fort Aspenwood(Luxon-side) lately. It has killed everything it has come up against, except for sadly the super-awesome "GOOD" Monks that can single-handedly hold a gate against the entire team. Most other monks, especially smite-heavy monks tend to flop over dead.
I even take out gates and mines singlehandedly, although not as quickly as some others can(So I leave it for them if they're going for it).

Looks kinda interesting, I've ran something similar, I go use ur build and see how much better it is (Im a poor build maker and Im a pretty bad mesmer).

Because frustration increases cast time, and that's where the real advantage lies. In increasing the cast time you're decreasing the effectiveness of the opponent, even if you aren't interrupting. And when you do you get a much easier interrupt chance. It's extremely useful if the opponent has one monk trying to handle everything, because if his cast time gets raised he can't keep doing everything

I don't remember the cost/recharge but considering you're not really using the damaging part of Frustration. Wouldn't it be better to use arcane conundrum? Arcane and conundrum are cool words after all.

EDIT: after checking a bit on the wiki, teh only real thing you loose with Frustration is AoE hex. You'll probably regain it with the small occasionnal damage if someone else can interupt.
